NCAA Compliance & "Institutional Control?"

Per NCAA bylaw 2.1.1, it is the responsibility of each institution to control its intercollegiate athletics program in compliance with the rules and regulations of the Association. Although the institution's chief executive officer is ultimately responsible for the administration of all aspects of the athletics program, UNLV feels that compliance is "shared responsibility."

UNLV demonstrates institutional control when:

1. Formal institutional policies and procedures for compliance are in place.

2. Policies and procedures are being monitored and enforced, and are established in such a way as to deter violations before they occur.

3. Communication of compliance procedures occurs clearly and regularly.

4. Steps are taken to alter or correct a compliance system when there is indications the system is not working.

5. Upon learning of a violation, the institution takes swift and meaningful action.

6. The institution makes clear that violations of NCAA rules will result in discipline and possible discharge.

7. The institution makes clear that individuals have the responsibility to self-report any NCAA rules violation without fear of negative consequences.

8. Meaningful compliance-education programs exist for personnel engaged in athletic related activities.

This shared responsibility and the Central Coordination of Compliance Efforts is different on each university campus. Some have a central coordinator, some divide Governance, Financial Aid, Recruiting, Eligibility, Monitoring, Practice & Playing Seasons Investigations/Inquiries and Complimentary Admissions, to different offices on campus. On some campuses, like UNLV, there are lines inside and outside athletics.

The Office of NCAA Compliance is run by the Associate Athletics Director of NCAA Compliance/Student Services, who reports directly to the Director of Athletics and oversees the day-to-day NCAA compliance needs of the 17 men and women intercollegiate sports, athletic department staff members and student-athletes. This office coordinates the university, conference and NCAA compliance audits and has direct oversight for the UNLV compliance and rules education programs and is responsible for conducting investigations into alleged violations of rules and reporting the occurrence to the appropriate governing bodies.

The office of NCAA Compliance & Student Services is responsible for monitoring compliance with NCAA and conference rules to include recruiting, financial aid, student-athlete employment, sports agents, coach's certification and complimentary admissions.

This office also facilitates and directs the Student Athlete Advisory Board, CHAMPS/LIFE SKILLS Program, Student Athlete Services Committee, NCAA Legislative process and athletics department technology/efficiency committee.
